Travelling with a handicap in Western Europe isn't a big problem anymore today. It is just important to inform the railway company or a service-point in advance about your needs. For example if you want to enter a train by wheelchair.

In some Eastern European countries it might be more difficult because of the missing infrastructure. But you will find very helpful people there aswell.
